أنشئ المركز العام للتدريب وتطوير التعليم في العام 2006م بموجب قرار (80) من اللجنة الشعبية العامة سابقا ، على أن تكون تبعيته آنذاك للجنة الشعبية العامة للتعليم ، وله الشخصية الإعتبارية العامة والذمة المالية المستقلة . يقع ديوان المركز العام بمدينة طرابلس بمنطقة حي الاندلس ويضم نخبة من الإدارين والموظفين ذو مهارات عالية وخبراء تدريب في مجال تطوير التعليم ورفع كفاءة المعلمين. وله عدة فروع في ربوع بلادنا ليبيا تتمثل في 39 فرع شرقاً وغرباً وجنوباً يسعى من خلالها تحقيق أهداف المركز العام في تطور العملية التعليمية .
